Background of the study

In recent years, the performance of building delivery in Abuja has become a critical concern for stakeholders in the construction sector. As the capital city of Nigeria, Abuja has experienced rapid urbanization, which has led to increased demand for both residential and commercial buildings. The construction industry's ability to meet these demands efficiently is crucial for supporting continued economic growth and urban development (Adeleke et al., 2017).

Several factors have been identified as influential in the performance of building projects. These include regulatory processes, availability of resources, financial management, and the skills of labor involved (Oyewobi et al., 2016). In particular, the regulatory environment in Abuja has been noted for its complexity and the time it takes to navigate, which can significantly delay project timelines (Johnson, 2018).

Furthermore, the economic climate, marked by fluctuating material costs and funding inconsistencies, poses challenges that can impact the budget and overall financial planning of construction projects (Kasimu, 2015). This financial instability can lead to incomplete projects or compromised quality when funds run low (Kasimu, 2015).

The availability and quality of skilled labor are also pivotal. The skill level of the workforce affects not only the pace of building delivery but also the quality and durability of the construction (Adeleke et al., 2017). Skilled labor shortages can lead to delays and increased costs as contractors may need to outsource or spend additional time training staff (Oyewobi et al., 2016).

Technological adoption within the construction industry in Abuja is another factor worth noting. While technology can enhance efficiency, the rate of adoption and integration into existing processes varies widely among firms. Those who leverage modern technology often outperform those who rely on traditional methods, reflecting in the overall project delivery timeline and cost efficiency (Johnson, 2018).

Given this context, the research will focus on comprehensively assessing these factors to understand their impact better and provide actionable insights for improving building delivery in Abuja. By identifying the specific challenges and opportunities within these areas, stakeholders can implement strategies that address the current inefficiencies and promote a more robust construction sector.

1.2 Statement of the problem

The construction industry in Abuja is facing significant challenges that affect the performance of building delivery. Despite its critical role in urban development and economic growth, inefficiencies continue to plague the sector, resulting in delayed projects, budget overruns, and compromised quality. One primary concern is the regulatory environment, which has been described as cumbersome and inefficient, leading to delays in the initiation and completion of construction projects (Amadi and Jaja, 2019). These regulatory bottlenecks not only slow down the construction process but also discourage investment in the sector.

Additionally, financial constraints pose a major hurdle. The volatility in the Nigerian economy often impacts funding availability and stability, which in turn affects the procurement of materials and the continuity of labor (Chima, 2020). This financial uncertainty can cause significant delays and lead to projects being abandoned mid-way.

Moreover, the availability and competence of skilled labor in Abuja’s construction sector are insufficient to meet the demands of modern architectural designs and construction technology (Ejohwomu and Ogunsanmi, 2016). The lack of skilled labor forces companies to spend additional resources on training or outsourcing, which further elevates project costs and extends timelines.

 

Despite the recognition of these issues, there has been limited research that systematically assesses the wide range of factors influencing building delivery performance in Abuja. This gap in knowledge hinders the ability of policymakers, developers, and contractors to implement effective strategies that could improve the efficiency and quality of construction projects. Consequently, this study seeks to fill this research void by providing a detailed assessment of the factors impacting building delivery in Abuja, aiming to offer insights that could lead to significant improvements in the construction industry’s performance.

1.3 Objective of the study

  1. To identify the key factors that influence the performance of building delivery in Abuja.
  2. To evaluate the impact of these factors on the efficiency and timeliness of building projects in Abuja.
  3. To propose actionable strategies to improve building delivery performance in Abuja based on the identified factors.

1.4 Research Questions

  1. What are the primary factors that influence the performance of building delivery in Abuja?
  2. How do these factors affect the efficiency and completion timelines of building projects in Abuja?
  3. What strategies can be derived from the findings to enhance the performance of building delivery in Abuja?

1.5 Research hypotheses

Null Hypothesis (H0): There are no factors that influence the performance of building delivery in Abuja

Alternative Hypothesis (H1): There are signifiant factors that influence the performance of building delivery in Abuja

1.6 Significance of the study

Conducting research on the factors influencing the performance of building delivery in Abuja is significant for several reasons:

Enhancing Project Efficiency and Quality: Understanding the specific factors that affect building delivery can lead directly to improvements in project management practices, resulting in more efficient construction processes and higher-quality buildings. By identifying critical inefficiencies or bottlenecks in the building delivery process, such as delays in obtaining permits or shortages of skilled labor, stakeholders can implement targeted interventions. This not only enhances the speed and cost-effectiveness of building projects but also improves the overall quality of the construction output, which is vital for the development of Abuja’s urban landscape.

Economic and Social Impact: The construction industry plays a crucial role in the economic development of a region, contributing to gross domestic product (GDP) and employment. By optimizing building delivery, this research can contribute to more robust economic growth in Abuja. Efficient building delivery can lead to faster completion of housing and commercial projects, which in turn addresses housing shortages, improves business opportunities, and enhances living conditions. This improvement in infrastructure can attract more investments and foster a more vibrant urban economy.

Policy Formulation and Implementation: The findings from this research can inform policymakers in the development and refinement of construction regulations and policies. With a clearer understanding of what affects building delivery performance, authorities can tailor regulations that simplify processes, reduce unnecessary bureaucratic hurdles, and encourage compliance while still maintaining safety and quality standards. This can lead to a more streamlined regulatory environment that supports the growth of the construction sector in a sustainable and efficient manner.

1.7 Scope of the study

This study focuses to identify the key factors that influence the performance of building delivery in Abuja, evaluate the impact of these factors on the efficiency and timeliness of building projects in Abuja, and propose actionable strategies to improve building delivery performance in Abuja based on the identified factors. Hence contractors in Abuja shall serve as enrolled participants for this study.

1.8 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. The significant constraint are:

Time: The researcher encountered time constraint as the researcher had to carry out this research along side other academic activities such as attending lectures and other educational activities required of her.

Finance: The researcher incurred more financial expenses in carrying out this study such as typesetting, printing, sourcing for relevant materials, literature, or information and in the data collection process.

Availability of Materials: The researcher encountered challenges in sourcing for literature in this study. The scarcity of literature on the subject due to the nature of the discourse was a limitation to this study.

1.9 Definition of terms

Building Delivery: Refers to the complete process of delivering a construction project from the initial planning stages through to the final completion and handover. This term encompasses all phases including design, procurement, construction, and commissioning of the building.

Performance: In the context of building delivery, performance relates to the effectiveness and efficiency of completing a construction project. Key performance indicators often include project duration (timeliness), cost adherence (budget), quality of the finished structure, and compliance with regulatory standards.

Factors Influencing Performance: These are variables or conditions that significantly impact the efficiency, effectiveness, and outcomes of building delivery processes. These can be categorized as internal factors (e.g., project management strategies, technology adoption) and external factors (e.g., regulatory environment, economic climate).

Efficiency: Refers to the ability to accomplish a job with a minimum expenditure of time and resources. In building delivery, this could mean completing a project on time and within budget, without wasting materials, labor, or capital.
